O'Brien is the Executive Director of the Independent Publishers Caucus, which is dedicated to strengthening the relationship between indie publishers and independent booksellers. IPC created the Indie-to-Indie program, which includes themed playlists of indie press titles, galley offers, and other promotions. IPC also created Books Across Borders, which awards fellowships to independent booksellers to attend international book fairs.
